If you have declared that you left Lithuania, the first step is to declare your place of residence again when you return to your home country. It is important to declare your place as soon as possible after your return, for social services and benefits.
If you return to Lithuania, you have one month to declare your address. For under-age children, declarations are made by a parent, adoptive parent or guardian.
The person declaring his/her place of residence shall submit the declaration in the prescribed form and the necessary documents directly to the district office in the territory of which the place of residence is declared.

Declarations can be submitted electronically via the Electronic Government Gateway (liet. Elektroniniai valdžios vartai) portal and the Centre of Registers (liet. Registrų centras) self-service website.
Attention! Applications submitted electronically must be signed with an electronic signature (using an ID card or mobile signature or special USB stick). Signatures can also be made using e-banking.
A copy of the identity document must be submitted with the declaration, unless the declaration is signed with a qualified electronic signature or sent using the National Information System for the Delivery of Electronic Mail over the Postal Network.
Declaring a residence in building or premises not owned by the person must be accompanied by the consent of the owner of the building or premises. If you live in a rented flat or house, the rental agreement registered with the State Enterprise Centre of Registers is equivalent to the consent of the owner.
Important! If you live in a property and the owner does not agree to declare your residence, you have the right to be included in the register of undeclared persons (with municipality). When declaring a place of residence with the municipality, the person must provide the address of his/her actual place of residence and the details of the owner of the dwelling (name, surname, owner's place of residence or telephone number).
A person shall be deemed to have declared his/her place of residence from the date of entry of the declaration in the Population Register.
